The Protocol on Strategic Environmental Assessment (Protocol on SEA) was adopted by the member States of the UNECE (United Nations Economic Commission for Europe) to the Convention on Environmental Impact Assessment in a Transboundary Context (the ‘Espoo Convention') at their extraordinary meeting in Kiev on 21 May 2003, and it entered into force on 11 July 2010. Although negotiated under UNECE, the Protocol is open to all UN members.
The SEA Protocol differs from the corresponding European Union Directive: it's non-mandatory, it could be applied to policies and legislation, not just plans and programmes. The Protocol also places a strong emphasis on the consideration of health.
